and again, i go back to my armed services committee experience with senator mccain over those years. we had subcommittees. we took it very seriously. we held hearings. we brought people in. we had a three-day markup that was sack crow sank but we had the qdr, where the defense department submitted that and it helped to provide a framework. when i got to the state department, i said, there is nothing like that at the state department. so i started the first ever quad ren yell first ever qdr. you can help me continue that and make the department have to ask the hard questions if you legs late the way the qdr is legs lated for the defense department. secondly, you can help by making sure that the needs we come to you with, like what are the training needs, the budgetary needs, the bureaucratic changes that are needed, that you help support that. and certainly we've talked a little bit about the budget, but getting that transfer authority, if you can help us with the house, it's $1.4 billion, marine security guard detachment, 553 million, we've been closely coordinating with d.o.d., hist

and then finally senator mccain stressed why wasn't there some u.s. military power available to come to the rescue of the people who were trapped in the embassy annex so that people wouldn't have ended up dying on the roof essentially unable to protect themselves against the mortar fire they were taking. and you could see, he's still angry about it. >> rose: the other thing he considered unacceptable was her response with senator johnson when she said, "what difference does it make?" >> i thought that was an especially poignant response from secretary clinton. and it reflected an uncertainty to this day i'm told among intelligence officers who have reviewed the evidence they have of what happened that night believing it or not they still don't know precisely how that attack came to happen. they know there were terrorists who were associated with al qaeda, were part of the group. they know there were others who kind of wandered into the scene. and when secretary clinton said "what difference does it make exactly how it came together, let's find it and

i laughed when i read senator mccain's recent remarks recalling when chris insisted on personally brewing the senator a proper cup of cappuccino during their meetings in libya. the next topic of material goods would be his donkey, or lack thereof. i love the picture. it reminded me of a priceless letter he sent to me in law school when he was over there in the peace corps. chris wrote wonderful notes and told me when he went running in the village where he was staying, only to have locals come up beside him and say where is it, where did it go. where is what? your donkey. i don't have a donkey. >> why are you running? i know senator mccain cares about it, i offered to sit down with senator mccain and you and others and work this through. i think in fact senator whitehouse asked to see some folks at the white house to talk about this. but we need to change assaad's calculation. right now president assad doesn't think he's losing and the opposition thinks it's winning. that is not an equation that allows you to reach some accommodation for transition. the goal of the obama administration, i think the goal of the international community, is to affect some kind of orderly transition. now, it's complicated by the fact that now a second envoy has been engaged after kofi annan's efforts, and both have found an intransigence on the part of the opposition to be willing to negotiate a departure. the russians have indicated, and i've had personal associations, which indicated a russian willingness to in fact see president assaad lead but they have a different sense of the timing and manner of that. our hope, my hope, would be that if confirmed and when i get in there, to have an ability to really take the temp
